Hide AdA call was put into the Scottish Fire and Rescue Service (SFRS) and appliances sped to the scene, joined by the coast guard.
The small dog was thought to be lost, but amazingly he made it across to the other side and washed ashore in Culross, where he was found by a surprised dog walker.
An SFRS spokesperson said: “Thankfully the water was calm this morning and pugs have a low centre of gravity, making them ideal surfers.”
